The West Midlands Combined Authority (WMCA) is comprised of 18 local authorities and four Local Enterprise Partnerships (LEPs) working together to move powers from Whitehall to the West Midlands and our locally elected politicians, who know this region best. Individual councils will still deliver services and retain their identity but on the big decisions we will have the resources to work together.
Corporate Services ensures that all projects within the WMCA Investment Portfolio are managed and assured to the highest possible standard, in addition to supporting all Transport for West Midlands (TfWM) projects and programmes.
This role will require you to take the lead in undertaking independent programme assurance reviews for major projects within the WMCA Investment Programme. The role sits within the WMCA Corporate Assurance team who are accountable for understanding and recommending mitigations to protect WMCA against risk exposures.
Potential candidates would be able to demonstrate considerable experience within a similar role and be familiar with appraisal methodologies such as the HM Treasury Green Book and Cabinet Office Major Project Authority framework.
Lead major project assurance reviews using a structured project assurance framework such as Cabinet Office approved Local Partnership Project Review model – assurance reviews should be tailored dependent on the project stage and on project complexity
To lead on independent project/programme assurance reviews for major projects within the WMCA Investment Programme. This assurance review should be based on the business case submission process and evidence should be sought to seek assurance that the projects are in control, risk and monitoring arrangements are in place, plans have been put together in a robust manner and the project is strategically aligned to the key priorities set out in the devolution deal. The Assurance Review should be conducted utilizing central government approved best practice approaches to ensure sufficient rigor is applied when undertaking the project appraisal
To lead on production of Delivery Confidence Assessment (DCA) assurance report for review at Technical Appraisal Panel. The DCA should provide an evidence base for the assurance conclusion as it will inform Senior Director’s decision making processes for approvals aligned to WMCA constitution
